Following the meetings of seven committees of the Board, the Board of Visitors of the University of Virginia met as the full Board in open session at 12:49 p.m. on Friday, September 24, 2021. Whittington W. Clement, Rector, presided. Open session was streamed live.

The Rector called the meeting to order and led the Board in the Pledge of Allegiance. On motion duly seconded, the minutes of the June 4, 2021 meeting and the August 27-28, 2021 retreat of the Board of Visitors were approved.

RESOLUTION FOR EXCLUSION OF CERTAIN DIRECTORS AND OFFICERS — SEPTEMBER 2021


WHEREAS, current Department of Defense Regulations contain a provision making it mandatory that the Chair of the Board, a Senior Management Official, and a Facility Security Officer meet the requirements for eligibility for access to classified information established for a contractor facility security clearance; and


WHEREAS, said Department of Defense Regulations permit the exclusion from the personnel of the requirements for access to classified information of certain members of the Board of Directors and other officers, provided that this action is recorded in the public Minutes;


RESOLVED, the Rector as Chair of the Board, Senior Management Official, and Facility Security Officer at the present time do possess, or will be processed for, the required eligibility for access to classified information; and


RESOLVED FURTHER, in the future, when any individual enters upon any duties as Rector of the Board, Senior Management Official, and Facility Security Officer, such individual shall immediately make application for the required eligibility for access to classified information; and


RESOLVED FURTHER, the following members of the Board of Visitors and other officers shall not require, shall not have, and can be effectively and formally excluded from access to all CLASSIFIED information disclosed to the University and shall not affect adversely Board and University policies or practices in the performance of classified contracts for the Department of Defense or the Government contracting activities (User Agencies) of the National Industrial Security Program.

APPOINTMENT OF THOMAS A. SCULLY TO THE HEALTH SYSTEM BOARD


WHEREAS, the Board of Visitors may appoint up to six non-voting public members to the Health System Board (or its successor) with initial terms not to exceed four years and eligibility for reappointment to an additional term;


RESOLVED, Thomas A. Scully of New York, New York is appointed as a public member of the Health System Board or its successor.  Mr. Scully’s term is for four years, commencing July 1, 2021 and ending on June 30, 2025.


NCAA Orientation


Because Visitors are athletics boosters as defined by the NCAA, they receive an annual orientation session on the NCAA and ACC rules and regulations affecting them as members of the Board. Mr. Eric M. Baumgartner, Athletics Compliance Officer, provided the orientation.


ACC Certification


The ACC requires the Board chairs and presidents of member schools to certify that the Board has delegated authority to the President to operate the athletics program. Rector Clement read the certification and he and President Ryan signed it. A copy of the certification is attached to these Minutes – Attachment A.

Leadership Discussion


President Ryan led the leadership session. He told the Board that instead of a “laundry list” of updates, he wanted to try something new by providing a piece of great news that they may not have heard, a challenge they are currently facing, and an idea about which he would like feedback.


The “great news” is that UVA recently opened a new Veterans Student Center in Newcomb Hall. He said this was a plan a long time in the making which helps fulfill a commitment to the U.S. Department of Education’s “8 Keys to Veterans’ Success”, a pledge signed by President Sullivan in 2014. It is made possible by a grant from the Jefferson Trust, an organization whose trustees are UVA alumni, parents, and friends that provides grants for innovative ideas across Grounds. This is the first ever veterans’ center at the University and a place to build community, host educational and social programming, both virtual and in-person. He expects it to be a place that feels like a home for some of the veteran students and can help them transition to civilian life as well as remind them that they belong at UVA and are part of what makes the University among the most vibrant university communities in the world.

The Center will serve both undergraduate and graduate active duty and veteran students, including 30 Posse Scholar veterans and more than 60 students who have declared veteran status. The Posse program is a nationwide program that identifies, trains, and supports students with outstanding leadership potential who might not otherwise be recognized by elite universities. The program places students at colleges and universities across the country in groups of 10 students, or ”posses.” They receive pre-matriculation training, mentoring while they are enrolled, and guaranteed full tuition scholarships. The program has been quite successful in helping students graduate at very high rates and in developing leadership talent. UVA accepted the first Veterans Posse in 2018, and UVA is the first college or university in the nation to accept both traditional Posses and Veterans Posses, and one of only three colleges and universities who currently accept Veterans Posses. UVA was ranked #9 this year by U.S. News and World Report for Best Colleges for Veterans. Mr. Ryan said he was grateful to those from across the University who have worked long and hard to make this a reality including veteran and advocate Assistant Professor Jeff Lovelace of the McIntire School.


One challenge UVA is facing: safety off-Grounds. There is an uptick in community alerts and warnings about criminal activity. Since mid-August, there have been nine community alerts issued, six of which were related to shots fired. The alerts include an incident where a student was struck inadvertently at Boylan Heights. The student is recovering well and has returned to class, and an arrest was made in that case. Chief Longo and the police are committed to issuing community alerts about incidents close to where students live so they are informed and can make decisions accordingly, but the frequency and nature of the alerts has been disconcerting.


In early September, University police increased their patrols in the areas that are jointly patrolled by the University and the City and increased the number of ambassadors on and off Grounds. Ambassadors are not law enforcement officers; they augment police services by monitoring areas that require additional attention and communicating with police. They also provide the University with a detailed accounting of the observations made and actions taken during the course of their shift.

Safety services available to students include escorts after dark, Safe Ride, and the Charge-a-Ride service where the University will reimburse a taxi home, no questions asked. There is also an app. that students may download that enables them to invite friends on a "virtual walk" and set a timer for arrival, call 911, locate University safety resources, send a concern or tip to UVA police, and be connected by phone to resources like Safe Ride, Blue Ridge Poison Control, and the Dean-on-Call (through UPD).

Mr. Ryan asked for feedback on his priorities for the year and he showed two slides of his priorities. He said that while we haven’t quite reached the end of the pandemic, UVA has returned to much more normal operations in day-to-day life and so he is returning to focusing on making progress on the Strategic Plan, the Campaign, and re-connecting with the community.


Health and safety remain important, because ultimately they underpin all that UVA does, and are reflected in his priorities. The list also reflects his intention to rebuild relationships, open lines of communication, and connect with those who make the University special. Working collaboratively, transparently, and efficiently on shared goals can help to build community, trust, and energy. He said he uses the list as a way to focus his time and as a way to hold himself accountable. He will revisit the list with the Board to report progress at future meetings. The list of priorities can be found in these minutes as Attachment B.


Remarks/Reports


Remarks by the Rector


Rector Clement said Visitors were very excited to be back in person in the Rotunda. He said although there is still a way to go with COVID-19, the university has managed the public health crisis well. He thanked senior leaders and the advising medical professionals who have spent so much time working their way through all the issues. He also thanked the employees who have sacrificed time and energy, especially nurses and other health care professionals, to stay on top of the pandemic.


He spoke about a reception the Board held for Lawn residents in mid-September. His impression was that the students are happy to be back on Grounds and they appreciate having been selected to live on the Lawn.

Mr. Clement spoke about the Honor System. He said he understood that there would be a student referendum on some aspects of the Honor System this year. Mr. Clement and Mr. Ryan met with the chair of the Honor Committee, Andrew Chambers, in the spring and over the summer, along with others including Vice President for Student Affairs Robyn Hadley. He said they have no intention of trying to influence the outcome of a referendum, but the Board and president have a responsibility to make sure the process is effective. A healthy, robust discussion and debate among students and faculty are critical. The critical question is, what kind of community of trust do students want to have at UVA? He said it is important to find the balance of respecting student self-government and at the same time inculcating the values that produce student leaders.


Mr. Clement called on the student representative, Sarita Mehta, to give remarks.


Remarks by the Student Representative


Ms. Mehta offered thanks for the dedication and efforts of administrators, health care workers, faculty, and students to make possible the return to Grounds. There is a momentum among students where even the littlest things cause excitement. This appreciation for the University community is evident.


She spoke about the lessons her tennis coach has imparted that she thought were insightful. The first is that fundamentals should not be a choice, but a given. For UVA students, do we ensure fundamentals are a given, or are they left up to choice or variation? Fundamentals such as academic growth, community engagement, and social development, are often determined by and left up to decisions of student choice, and perhaps there is room to reconsider certain dimensions that are left to choice. She used as examples tutoring and career services. Students may seek them out, but maybe it would be better to bake them into the student experience. By realigning the services, relationships, and activities crucial to the student experience in a way that decreases the amount of time and proactivity – making them a default – the university can better serve more students, and also more efficiently utilize resources, allowing for more productive students and communities. In the wake of the pandemic, reconsidering the channels of academic support and mental health support to serve the most students are of great importance.


The second piece of advice from her tennis coach is that without your mental game,

you are already down a set. Therefore, mental health issues should be foremost, and she urged the Board to think about ways to increase the scaling of mental health resources and the effort required of students to get help. The past two years have pushed the mental health of many students to critical states.


Ms. Mehta also spoke about the importance of physical safety for students. The recent rise in crime and violence proximate to the University has created strong feelings of fear and danger among both undergraduate and graduate students, and this trend has roots in UVA’s broader relationship with the Charlottesville community.


The final piece of advice from the tennis coach is that with the right habits and practice you can play and win throughout your life. Students have enormous passion, diversity of interests, and incredible creativity on how to fix problems. Ultimately, students

graduate, and when they leave, the question is whether someone can pick up where they left off. Same with administrators and faculty. There has been a great deal of change at UVA in recent years, and the University must maintain consistent institutional knowledge and support across years. Student self-governance and institutional knowledge and support together are important for shaping students. Part of this is reflecting on where we are doing great; that is often lost. There is no upper constraint on the progress and potential of UVA.


Remarks by the Faculty Senate Chair


For the sake of the new Board members, Dr. Kirk spoke about the make-up of the faculty senate and its role in faculty governance at UVA, and Senate interface with the administration. She also listed the issues the faculty were concerned about last year, which were all centered around the coronavirus pandemic. She said the faculty have not been particularly concerned about free speech and free expression, which have consumed much alumni and administrative time and energy. Dr. Kirk served on the Committee on Free Speech and Free Expression with members on opposite ends of the ideologic spectrum who were able to collaborate to develop the final document. She said it was great to see people coming together to do the right thing.


Dr. Kirk said this year the faculty are concerned about how the University financial model is structured, which they feel has disadvantaged some faculty members. Also, the loss of faculty during the pandemic, especially women and faculty of color.

Summary of Fiscal Year 2021 through June 30, 2021:


Total fundraising progress for the University of Virginia and its related foundations was $502,016,934 through June 30, 2021. Gifts and commitments to the University, Darden School of Business, Medical School, Jefferson Scholars Foundation, Alumni Association, Miller Center, Frank Batten School of Leadership and Public Policy, Fralin Museum of Art, Center for Politics, Blandy Farm/State Arboretum, and School of Continuing and Professional Studies saw increases over the previous fiscal year.

Closed Session


At 2:00 p.m., Ms. Cranwell read the closed session motion, and after approving the motion, the voting members present and the faculty and student representatives to the Board met in closed session. James E. Ryan, Jennifer Wagner Davis, K. Craig Kent, M.D., M. Elizabeth Magill, Margaret Grundy, Susan G. Harris, Timothy Longo, David Martel, Jasmine H. Yoon, and Debra D. Rinker also participated in closed session.


I move that the Board of Visitors go into Closed Session to consult with legal counsel and receive legal advice about specific legal and regulatory matters including potential and actual litigation; to discuss and consider elections, appointments, promotions, salaries, resignations, and retirements of specific officers and employees; to discuss specific UVA Health business development, joint venture, and marketing strategies where bargaining is involved and public disclosure would adversely affect UVA Health; to discuss the disposition of real property owned by the University or University-related entities where public disclosure would affect the negotiating strategy of the University; and to receive a briefing on issues related to public safety and plans to address the security of members of the University community where discussion in an open meeting would jeopardize the safety or security of members of the University community. The relevant exemptions are Sections 2.2‐3711 A (1), (3), (7), (8), (19) and (22) of the Code of Virginia.


At 3:10 p.m., the Board resumed in open session, and, on motion by Ms. Cranwell, which was duly seconded, certified that the deliberations in closed session had been conducted in accordance with the exemptions permitted by the Virginia Freedom of Information Act. Ms. Harris called the roll, and all members present voted in the affirmative: Mr. Clement, Mr. Hardie, Mr. Blue, Mr. Bowles, Mr. Brown, Mr. Conner, Ms. Cranwell, Mr. DePasquale, Ms. Fried, Mr. Haddad, Dr. Lateef, Mr. Murray, and Mr. Payne. WHEREAS, Martha Lubin Karsh (Col ’78, Law ’81) is a leader in the nonprofit world and the co-manager of the Karsh Family Foundation; and


WHEREAS, as part of their extraordinary philanthropy to the University, in April 2021 the Karsh Family Foundation pledged $50M to create an Institute of Democracy, which will focus and project the University’s commitment to democracy; and


WHEREAS, the Institute will provide leadership by playing a convening and coordinating role for existing entities committed to the work of democracy while simultaneously developing its own signature programs, events, and initiatives; and


WHEREAS, the gift will provide funds for construction of a prominent building on the Emmet-Ivy Corridor, a future hub for public forums, research, and classes; and


WHEREAS, the University will provide $50M in additional philanthropy and University support to fund the Institute;


RESOLVED, the Board of Visitors establishes the Karsh Institute of Democracy; and

3. SHUMWAY HALL AT THE MCINTIRE SCHOOL OF COMMERCE

WHEREAS, Chris W. Shumway (McIntire ’88) is the founder of the global investment firm, Shumway Capital; and


WHEREAS, Mr. Shumway has served on the McIntire School of Commerce Foundation Board of Trustees since 2005 and is a member of the Honor the Future Campaign Executive Committee; and


WHEREAS, a generous donor to the University and the McIntire School of Commerce, Mr. Shumway and the Shumway Foundation pledged $25M to support construction costs associated with a new building for use by students, faculty, staff, and guests of the McIntire School of Commerce; and


WHEREAS, the Shumway Foundation’s gift to the McIntire School makes the Foundation the lead donor to the Next Century Building Fund; and


WHEREAS, the Board of Visitors approved the construction of a new building as part of the McIntire Expansion Project in 2017;


RESOLVED, the Board of Visitors approves the naming of Shumway Hall; and


RESOLVED FURTHER, the Board, the University, and the McIntire School of Commerce thank Chris and Carrie Shumway and the Shumway Foundation for their generous contributions to the University and the McIntire School.


4. UVA ENCOMPASS REHABILITATION HOSPITAL RENOVATION AND EXPANSION

WHEREAS, the University recommends renovating and expanding the UVA Encompass Rehabilitation Hospital;


RESOLVED, the Board of Visitors approves the addition of the UVA Encompass Rehabilitation Hospital Renovation and Expansion project to the major capital plan.


5. 2021 SIX-YEAR INSTITUTIONAL PLANS FOR THE ACADEMIC DIVISION AND THE COLLEGE AT WISE

(approved by the Finance Committee on September 23, 2021)


WHEREAS, the Virginia Higher Education Opportunity Act of 2011, § 23.1-306 of the Code of Virginia, requires the governing board of each public institution of higher education to develop and adopt biennially an institutional six-year plan and submit that plan to the State Council of Higher Education for Virginia (SCHEV); the General Assembly; the Governor; and the Chairs of the House Committee on Appropriations, House Committee on Education, Senate Committee on Education and Health, and Senate Committee on Finance and Appropriations; and

WHEREAS, the University and the College at Wise submitted their respective preliminary six-year plans as required by July 1, 2021, outlining general strategies to advance the priorities of the Commonwealth in alignment with the respective strategic educational, research, and service goals of the University of Virginia and the College at Wise; and


WHEREAS, final institutional plans must be approved by the Board of Visitors and submitted to SCHEV, the General Assembly; the Governor; and the Chairs of the House Committee on Appropriations, House Committee on Education, Senate Committee on Education and Health, and Senate Committee on Finance and Appropriations no later than October 1, 2021;


RESOLVED, the Board of Visitors approves the 2021 six-year institutional plans for the Academic Division and the College at Wise; and


RESOLVED FURTHER, the President is authorized to transmit the six-year plans as required by § 23.1-306 of the Code of Virginia.


6. OPERATING BUDGET REQUESTS FOR THE 2022-24 BIENNIUM FOR THE ACADEMIC DIVISION AND THE UNIVERSITY OF VIRGINIA’S COLLEGE AT WISE

(approved by the Finance Committee on September 23, 2021)


WHEREAS, the proposed biennial budget requests represent the University’s highest priority initiatives and are aligned with the University’s 2030 Plan and the Six-Year Institutional Plan due to the Commonwealth in early Fall 2021;


RESOLVED, the Board of Visitors of the University of Virginia approves the 2022- 2024 biennial budget General Fund operating requests; and


RESOLVED FURTHER, the Board of Visitors understands that to the extent these requests are not included in the Governor’s 2022-2024 biennial budget, the University may want to pursue a similar request to the General Assembly; and


RESOLVED FURTHER, the President or his designee is authorized to transmit to the General Assembly any request not funded by the Governor as long as there are no material differences from the items endorsed by the Board of Visitors; and


RESOLVED FURTHER, the Board of Visitors approves the language amendment request for Telehealth, the Global Genomics and Bioinformatics Research Institute (GGBRI), and the Tech Talent Investment Program (TTIP).


7. FINANCING PLAN FOR THE CONTEMPLATIVE SCIENCES CENTER

(approved by the Finance Committee on September 23, 2021)


WHEREAS, the revised financing plan for the Contemplative Sciences Center calls for the use of gifts in the amount of $49M, bond proceeds in the amount of $15M, and operating cash in the amount of $5M;


RESOLVED, the Board of Visitors approves the revised financing plan for the Contemplative Sciences Center.


8. ADJUSTMENT OF THE UNIVERSITY OF VIRGINIA’S ENDOWMENT SPENDING POLICY

(approved by the Finance Committee on September 23, 2021)


RESOLVED, the endowment spending policy, effective July 1, 2022, shall be as follows:


The spending policy calls for a percentage increase in the annual distribution from the endowment, unless such increase causes the distribution to fall outside a range defined as 3.0% on the low end and 5.0% on the high end of the market value of the Pooled Endowment Fund. If the distribution falls outside of this range, the Finance Committee may recommend either raising or lowering the rate of increase. The first distribution under the new parameters will be made in July 2022.




9. REVISED STRATEGIC INVESTMENT FUND GUIDELINES  

(approved by the Finance Committee on September 23, 2021)


WHEREAS, in 2016, the Board of Visitors created the Strategic Investment Fund to maximize investment returns for investment in strategic initiatives; and 

 

WHEREAS, in August 2019, the Board of Visitors approved a new strategic plan: “A Great and Good University – the 2030 Plan” (the “2030 Plan”) and Strategic Investment Fund Revised Guidelines 2019-2020 to support the 2030 Plan (the “Revised Guidelines”); 

 

RESOLVED, the Board of Visitors approves the extension of the Strategic Investment Fund Revised Guidelines 2019-2020 and the allocation formula outlined above for the term ending June 30, 2025.


10. REINVESTMENT OF UNSPENT ENDOWMENT DISTRIBUTIONS INTO THE JOHN LEE PRATT RESTRICTED QUASI-ENDOWMENT FUND FOR ARTS AND SCIENCES

WHEREAS, the College and Graduate School of Arts and Sciences wishes to reinvest certain unspent endowment distributions into the John Lee Pratt Restricted Quasi-Endowment Fund for Arts and Sciences;  


RESOLVED, the Board of Visitors authorizes the requested reinvestment into the John Lee Pratt Restricted Quasi-Endowment Fund for Arts and Sciences.  


11. THE UNIVERSITY OF VIRGINIA’S COLLEGE AT WISE STRATEGIC PLAN

RESOLVED, the Board of Visitors approves the University of Virginia’s College at Wise strategic plan, A Decade of Renewal and Innovation, as presented at the September 24, 2021 meeting of the Board of Visitors.


12. THE EDGAR F. SHANNON JEFFERSON SCHOLARS FOUNDATION DISTINGUISHED PROFESSORSHIP IN ART HISTORY

(approved by the Academic and Student Life Committee on September 24, 2021)


WHEREAS, Edgar F. Shannon joined the faculty of the University in 1956 as a professor of English and served as the fourth president of the University from 1959through 1975; and


WHEREAS, Mr. Shannon accomplished much in his time as president of the University including full coeducation in 1970. In his pursuit of academic distinction for the University, Edgar Shannon sought eminent scholars and high-achieving students and he played an integral role in the legislation that created the Eminent Scholars Fund (in which the state would match private donations). This fund enabled Mr. Shannon to attract well-known and respected faculty members to UVA; and


WHEREAS, Mr. Shannon and his provost, Frank Hereford, who succeeded him as president, focused on building exceptional science and humanities programs. The Departments of Physics, Astronomy, English, History, and Medicine became nationally known centers of scholarship and research under his leadership; and


WHEREAS, to honor Mr. Shannon’s service as a faculty member and president, generous friends of the University, Mary Scott and John H. Birdsall, gave the funds to make the Edgar F. Shannon Jefferson Scholars Foundation Distinguished Professorship in Art History possible;


RESOLVED, the Board of Visitors establishes the Edgar F. Shannon Jefferson Scholars Foundation Distinguished Professorship in Art History in the College and Graduate School of Arts & Sciences; and


RESOLVED FURTHER, the Board of Visitors, the University, and the College and Graduate School of Art & Sciences, offer profound thanks to Mary Scott and John H. Birdsall and for their extraordinary generosity in making this professorship possible.


13. THE ELCAN JEFFERSON SCHOLARS FOUNDATION DISTINGUISHED PROFESSORSHIP

WHEREAS, Patricia “Trisha” Frist Elcan is a 1987 graduate of the College and Graduate School of Arts & Sciences, taking a degree in Economics. She worked at the Andersen Consulting Group and Equitable Securities; and


WHEREAS, Ms. Elcan’s service to the University includes as a member of the Contemplative Sciences Center, and as a former member of the Board of the Jefferson Scholars Foundation and the Alumni Association Board of Managers; and


WHEREAS, Ms. Elcan has helped the underserved and disadvantaged through many social justice efforts. She is passionate about offering educational and career opportunities to those who might not otherwise have them due to socioeconomic, family, or other circumstances; and

WHEREAS, under Mr. Wright’s leadership, the Jefferson Scholars Program under the Alumni Association has evolved into an independent foundation dedicated to merit scholarships, fellowships, professorships, and programming. To date, the Jefferson Scholars Foundation has funded more than 1,300 students and had grown its endowment to over $700M; and


WHEREAS, many of the Jefferson Scholars Foundation’s most generous benefactors have contributed to a professorship in honor of Jimmy and Liz Wright’s contributions and dedication to the University community;

15. THE LESLIE H. GOLDBERG JEFFERSON SCHOLARS FOUNDATION DISTINGUISHED PROFESSORSHIP IN BUSINESS ETHICS

WHEREAS, Leslie H. “Les” Goldberg took an undergraduate degree from the University in 1950 and went on to lead Bowl America, with a philosophy of outstanding customer service and community involvement; and


WHEREAS, with matching funds from the University’s Bicentennial Professorship Fund, the funds provided by the Goldberg Family Foundation will be used to attract and retain an outstanding professor in business ethics at the McIntire School of Commerce;

16. SAUNDERS FAMILY PROFESSORSHIP IN ENGINEERING

WHEREAS, Ann Lee Saunders Brown, a long-term and generous supporter of the School of Engineering and the University, passed away February 22, 2020, leaving unrestricted funds to the School of Engineering to honor Professor and Dean Emeritus James H. Aylor; and


WHEREAS, at their June 2021 meeting, the Board of Visitors approved a quasi endowment to use the funds from Mrs. Brown’s estate to support a professorship in the School of Engineering. With matching funds from the University’s Bicentennial Professorship Fund, the combined funding will support the Saunders Family Professorship in Engineering;


RESOLVED, the Board of Visitors establishes the Saunders Family Professorship in Engineering and Applied Science; and


RESOLVED FURTHER, the Board of Visitors, the University, and the School of Engineering and Applied Science, express their condolences to the family on the passing of Ann Lee Saunders Brown, and their gratitude for her generous support of the School of Engineering and the University.

19. COMMENDING RESOLUTION FOR MAURICE A. JONES


WHEREAS, Maurice A. Jones took a B.A. from Hampden-Sydney College and attended Oxford University as a Rhodes Scholar, where he took a master of philosophy in International Relations; and


WHEREAS, Mr. Jones subsequently took a J.D. from the University of Virginia School of Law; and


WHEREAS, Mr. Jones has had an extensive career in public service, both at the federal and state levels. Among other positions, he served as Deputy Secretary for the U.S. Department of Housing and Urban Development (HUD); as commissioner of the Virginia Department of Social Services and deputy chief of staff to then-Governor Mark Warner; and as Virginia Secretary of Commerce and Trade; and


WHEREAS, early on in his career Mr. Jones worked in media as president of Pilot Media in Hampton Roads and later president and publisher of The Virginian-Pilot. He has championed economic opportunity and community involvement throughout his career, and served as CEO and president of the Local Initiatives Support Coalition (LISC) which supports community revitalization projects and works to catalyze economic opportunity for residents; and


WHEREAS, Mr. Jones was appointed to the Board of Visitors by Governor McAuliffe in 2017; and


WHEREAS, on the Board, Mr. Jones was a voice for the underrepresented in the University and in the Charlottesville community, and he spoke frequently about the importance of community engagement and opportunity; and


WHEREAS, Mr. Jones’ extensive knowledge of state government was invaluable to the Board. As part of building connections with the General Assembly and the executive branch he chaired an ad hoc committee on Commonwealth Engagement;


RESOLVED, the Board of Visitors thanks Maurice A. Jones for his devoted service to the Board and to the University, considers him a friend and valued colleague, and hopes and expects that he will continue to be engaged in the work of the University; and

Mr. Walter B. Ross, Professor Emeritus of Music, died June 16, 2021. Mr. Ross had been a member of the faculty from September 1, 1967, until retiring effective May 24, 2003.
